Get a car, boost into the enemy, get out and empty out the tac Shotgun, while jumping around in a weird pattern.

Or try step 1, take cover behind the rear of your car at a slightly larger distance and shoot the enemy with an AR or SMG.

If you get outskilled and nearly die, just hop in the car and put as much distance as possible between you and your enemy, before the car explodes.

If you nearly kill your opponent and he instead takes your car to flee you'd be better off getting in to the passenger seat, reloading your weapons, healing and breaking the car window on your side, so you can get out, shoot him in the head if he crashes into something.
