Operation Gladio was a stay-behind operation in Italy following WWII. Its purpose was ostensibly to create insurgent networks that can be activated in the case of a Soviet invasion, but they just ended up becoming chaos agent terrorist cells tied up in a bunch of other glownigger shenanigans involving the Vatican and international drug smuggling and various armed conflicts around the globe. It stands out because it's one of the only programs of its kind (they existed all over Europe) to be investigated by an actual government, and that investigation found direct connections between false flag terrorist acts and the US government.
