Eh, it depends on how you look at it.
Skyrim has many mods that you install in batches. People replace every texture and model in the game, and modlists exceed several thousand mods. My Fallout 4 mod list has never exceeded 500 mods and only 4-5 of them are textures and graphics. Everything else is something actually compelling so I find it much more enjoyable to mod

There are plenty of them and even few good ones. Of the most notable ones there's SS2 with a bunch of quests and various new gameplay features, and of the smaller ones there's other kinggath quest mods, Attack of the Lobotomites, CSEP stuff and RascalArt dungeons. Most likely something else that I'm forgetting. And most of these mods aren't that old with authors working on new stuff. Just avoid stuff like Thuggysmurf mods, they're shitty and old and became popular because there were no alternatives.
