Actually,. not even the regular clothes that 99% of Solution 9 NPCs actually comes from Solution 9, it's a PVP set (just like that baseball glam is) you got from Endwalker. They just lazily copypasted it onto the NPCs from a literal 'nother world in the following expansion. Lorewise it doesn't even make sense, why are they wearing clothes from the Source?
