The whole point of Luka's character quite literally was that Luka is originally a guy, yet wants to be a girl because of social norms and this one change helps cause even more of a fuck up that Okabe has to resolve. Luka still chooses to revert back to the worldline where he is a guy because it means saving Mayuri, and learns to accept himself as well despite his feminine nature.
