There's a reason Hero slop will never be truly good, and it's precisely because they were mashed together. The entire plethora of support is avaliable to all heroes, and that means every piece of support needs to be made taking every hero card ever made into account. They can never get a really good set of cards for any one set, because they'd just jam all of the other hero shit into the deck and make it into some degenerate hyperconsistent darklaw turbo shit. So now they're doomed to be an unfocused mess that'll never see meta relevance on top of losing any identity it once had. If they were all still seperate, you could actually give each their own gameplan and good cards to match it rather than a subpar souless pile of all the avaliable generic special summon tools scattered among the different archetypes.
