I think they toned down cybenetics/androids/AI in Starfield because they already had that in Fallout 3/4, and didn't want to repeat that and risk being accused of not being original, even thought it would have been perfect for the setting.
The Synth/Railroad plot from Starfield would have fit perfectly as a major quest in Starfield instead of being in the Fallout setting. Same goes for sentient AI, having president Eden type sentient ships would have been great.
(And this is yet another reason I think Fallout was a huge burden form Bethesda in terms of creativity and resource allocation)
Same for robotics, Automatron should have been a thing in SF with customizable robots.
In any case, I still like the military-industrial low tech robotics in the game.
