Fundamentally, foreign labor needs to be eliminated sort of like how trade with Russia was eliminated. Obama implemented the bill Russia had requested ending sanctions on the Soviet Union (which continued to apply to them) and made it into a bill that imposed even worse sanctions, sending traders a clear message that sanctions would only increase from that point, and implementing sanctions intended to choke priority industries in Russia first. The timing--the month after his 2012 reelection--probably sent an even stronger market message because even if voters said they preferred more trade with Russia in 2012 when Obama ran on a more Russia-friendly campaign than Romney, their wishes were discarded like trash. By the beginning of the second year of Obama's second term and trade war on Russia, it was clear the government's goal was to essentially end all trade with Russia.

If you were still planning to get involved in trade there during his second year, even before the first anti-Russian coups and color revolutions began, people basically saw you as an idiot getting involved in an unstable market heavily affected by politics with a negative outlook, risk the police might get involved if you slip up, and minimal profits involved. People would avoid you in business if you sought to expand into Russia, because you were a risk the cops might be showing up.

We need to make it so that when you think "We could make a lot of money using foreign labor in the USA!" the response is aversion to a potential fed.
