There is absolutely zero reason for why they couldn't have made this year's lantern rite a permanent story quest for Hu Tao after the event had ended, same with how the Inazuma event in 5.4 easily could've been repackaged as a third SQ for Raiden or just some kind of general voiced world quest to serve as a conclusion to various storylines on the island
You'd think the new island's main quest being voiced would open up the door for voiced non-SQ side content but unfortunately it's just a case of it being voiced exclusively because it's the substitute for this year's summer event

Everyone who plays the quests tend to like them, Hoyo only chooses to actively prevent future players from experiencing them because they've decided FOMO is the best way to keep their existing players within the game, an approach they'd rather take instead of trying to make the game appealing to new blood
