There is some research supporting this (both that testosterone and estradiol mediate women's attraction to masculine faces). Other research denies any correlation, but has flawed methodology (the eggheads use an ugly man's face and masculinize and feminize it for the "masculine" and "feminine" photo variants. For ugly men, women will have no preference one way or the other, so the results can be expected to be even).

It's better to use famous people and their fans as indicators of what drives mate selection. Culturally, attraction to effeminate men like Justin Bieber or to K-pop idols is chiefly a young woman phenomenon. We know that young women have as comparatively low testosterone to women 50 years ago as men today do to men 50 years ago. But young women also have less androgenized brains than old women, who were of a generation that wasn't as hyper-neotenic.

Most of women's estradiol is converted from testosterone. Pulsing estradiol in the form of birth control pills lowers women's natural testosterone, but also their natural production of estradiol.

Women's hormonal health isn't discussed in male circles, where it's assumed only men have testosterone, but women are naturally meant to have more testosterone and less estrogen. Estrogen is a "minority" hormone. Being estrogen dominant is a medical disorder, but pharmaceutical giants and egghead doctors obviously aren't going to acknowledge that.
