Correct, its a never ending battle vs their own genetics. Which is why the enclave system works the way it does. All the individual enclaves are completely dependant in the central enclaves down south. The theocracy down there controls virtually everything via the caravan routes. The valsalia enclave is a notable exception as their proximity to humans gives them a potential alternative.
