Yeah. Most of her damage comes from cards, not her NP, so she's pretty good even at NP1. The biggest thing you'll miss out on is having several appends for her, since she gains a lot more from appends than most other servants. But by that time you can acquire 3 appends even at NP1 so long as you're willing to bond farm her.
