Tulio is the biggest problem of the movie. He's just an extremely two-dimensional cartoon protagonist with a personality that becomes tedious long before the movie is over.

I can sorta see why Road to El Dorado did poorly at the box office. This guy needed a better personality and a bit of backstory/layers. He just comes across as a one-dimensional cartoon character.
