Sounds like they're a relatively new group of royally appointed hippies to the local region; the Guild are still the overarching global top dogs / serious feds fronting as a research organisation. Honestly, with how bitchmade they've made the Guild present themselves in the recent games, where there might have been a difference before, there really isn't much of one now aside from "Mainline / Stories".
