Yeah. Technically it causes an extra tick of flat dmg based on 30% of ST Electric dmg taken, but effectively it's dmg amplification.
What makes it busted is that it's an extra multiplier. Most modifiers stack additively; if you have +20% dmg from weapon and +20% dmg from attachment set that's +40% dmg, so an extra +20% dmg from a buff would bring your dmg from 1.4x->1.6x which is only a 14% increase, and this also applies to debuffs. Buffs/debuffs do multiply together though; if you have +20% dmg and the enemy has a +20% dmg taken debuff they take 1.44x dmg, or 10% higher than if it were additive. NCharge means you get ANOTHER multiplier on top of those, and with PCharge your dmg is easily doubled or better.
This is how Electric keeps up, because they don't have the crazy supports of Fire or multi-attacks of Water or Def annihilation of Phys.

Eh? Pretty much every event has involved the chinks, cafe, 404-1, and Peri/Sabrina after their first appearance. The only doll we have from 404-2 is Vector and she still showed up multiple times. We haven't quite met up with the dolls on the farm yet but they got 3 events in a row so they're fine. The only abandoned banner doll so far is Yoohee and she's just there to appease the gooks.
The real losers are the standard dolls, because Mosina/QJ/Peritya/Tololo haven't shown up at all! At least the Elmo squad gets to pop up for the main story on occasion.

Mica's game balance is a crapshoot, and shouldn't really factor into how they're depicted. That said it's a bit weird they gave her a support skillset but what can you do.

That's what Challenge mode is for.
How would you guys feel about them implementing level scaling just for event story maps? It would still be auto-able but at least veteran players have the option to play around without everything popping when you look at it.
