For example, a sub planet tier character scratches a supposed universal character = that character is multiuniversal+
A street tier scratches a supposed universal character, they are still street tier

There is no reason why Batman's foot shouldn't be omniversal if sub planetary Superman would get that same scaling when he does the same thing
