If that's an official position of the Russian government, then why the fuck do they allow prisoner exchanges to happen at all? Obviously Ukies are gonna take any chance they can to get their doods out of zigger rape holes, but the whole arrangement from the Russian POV confuses me. Soviet leadership in WW2 were at least consistent in their subhuman retardation that if you got captured instead of dying gloriously you were gulag fodder. Modern Russia seems to have a similar outlook, but only in a very schizophrenic half assed manner.
My gut feeling is that it probably comes down to connections and/or bribery.
