Sorry, I misunderstood. The alpha in area 20 is random. If you want consistency then area 17 is the place to hunt for the shiny skarm. But making the skarm a shiny alpha is very improbable, but if you like to hunt then go for it. Honestly, I have to manually run back and forth for an hour just for that shiny skarmory. It was mind numbing and extremely boring.

Now, I just do Area 20 with the alpha glitch and afk bench to get alpha shinies.

What balls should I use for metagross and gallade?
