I think the shot came from this balcony. Easy escape. Nobody up there so clearly not super accessible to general public. Plenty of cover. Elevation matches shot angle. High enough to clear crowd but low enough to get a shot under the tent top. Might have been high enough still to force the neck shot. Or shooter missed low. I don't think the neck shot was intentional. This shot doesn't require a skilled marksman or precision rifle. A folding or breakdown rifle and any half decent scope, easy to conceal in a backpack and won't draw attention. Probably 5.56 or lighter.

Rooftop would be risky to access and escape from without drawing attention. Plus, I saw drone footage from before the event, so very high risk of being spotted from above
