.. could be. At launch, there were only 5 Karlan ops, and so it was just JC01-06 with JC02 being skipped. When BtI came out, Kjera just appeared as JC00, Gnosis took the skipped JC02, but then they made Aurora JC09, now making JC07 and JC08 skipped. When RLS came out... Degen took JC07, but she was the only Karlan op we got (Harold is Victoria and Leto is USSG).
Basically, this means they really plan ahead with op releases for factions, I think.

It would make sense if it were Monch or some other Karlan character that we know already, since that would be how they would plan a JC08. I keep saying "Karlan", because that's technically the name of the faction, not "Kjerag" (Used to be Kjerag at launch if I remember). I remember reading a post recently about someone saying "it's a shame we don't get other Kjerag ops that aren't Karlan associated", and they were right, because they're all Karlan faction. Monch technically was a Karlan associate, she was working for Gnosis as a spy, who worked for SilverAsh. They might have planned for her to be an op during BtI... or someone else.
Also, I know they made a change to the factions recently. If anyone knows more about it please assist me, but if I remember, ops can now have multiple factions, and they added a secondary for Steward since he was born in Kjerag. But in the archive the anon says "Kjerag", when I'm wondering if he meant Karlan. This just matters because that'll help us know if a new Kjerag op will truly have to be Karlan or if we will ever get other Kjeraganian ops like Valais or Arctosz.
