If it was in the US probably, but a lot of times it's not the case in the EU, regulations generally burden the manufacturers until making anything in the EU becomes too expensive.
We also switched from single use plastic cutlery that had the minimal viable amount of plastic in it to dishwasher safe plastic cutlery that can be re-used at least 5 times iirc.
The end result is that people still throw it away after a single use, but now it has 10x more plastic so the plastic waste actually increased.
EU bureaucrats live in their own little world completely detached from the plebeians, and of course they face no consequences for such retarded rules and regulations.
