i know Chrysler in the 60s and 70s sometimes had engine options only available for police models. usually it was just shoving a 440 into a car where a regular buyer could only pick a 383 as the biggest option. Didn't happen often though, since most of their models you could pick the 440 anyway as a civilian. One I can remember off the top of my head is the 2 door sedan Plymouth Fury - those were the base model Fury I (Fury I, II and III) but the cop versions had thicker torsion bar suspension, the steering boxes had better road feel and they'd usually have 440s in them whereas from memory the civvie base models you could only get up to a 383 engine in them, or maybe even limited to the 318 engine.
Basically like that blues brothers meme.
