They're fine with the US being the world's central bank and letting its society and all other industries rot away, and the US is locked in this financial straightjacket anyways because any attempt to reindustrialize or pay down its debt would drain liquidity from the global forex market, making the USD less attractive as a medium of exchange which is what the American financial system relies on
