Angels are basically the lowest rung of the hierarchy. I would imagine that means Panty & Stocking's parent will just be the ruler of the angels, or maybe part of a higher choir (Dominions), who Ramie will want to usurp with the goal of changing the hierarchy (i.e. governing heaven and not bothering with humanity; so basically Agent Smith).
