Those system suck, Venezuela has blocked all arms sales from Russia since 2012 due that. They didnt sell us what they promised, they sold us dogshit unupgraded tanks from syberian depots they didnt used since 1990.

While those AA systems probably work, they arent deployed 99% of the time, in case of invasion they will be almost useless and Venezuela exclusively relies in abusing the mountainous landscape to deter airstrikes (which is useless because modern TV bombs can be guided through GPS coordinates)
