I thought they started as anti-human, but only became pro-genocidal later. Even up to the Muse plot, they seemed to be more pro-adept than pro-genocide. Their operations were focused on saving other adepts, not killing humans.

Weren't they on the back foot? Eden's Party implies that they were stretched thin and unable to protect adept civilians, and Striker Pack implied that they suffered a bad defeat where one of their G7 was killed. It recontextualizes their actions in GV2 as an "all or nothing" last push.
