You absolutely can. You have a fundemental misunderstanding of how things work.
i.e:
>You make a game and sell it for $10 on Steam's store. Valve sees 30% of this. Or $3.
>You generate keys for Steam copies (for free, as is your privilege as a developer) and sell them directly to people from your personal website for $8.
>Valve sees $0 from every copy sold from your website even though your customers are using their infrastructure to access the game.
This is what Valve does not allow.
You can work out agreements and sell keys in bulk to other parties on other storefronts, as long as Valve are seeing their cut in some way. This is how "legitimate" keyselling sites like Humble Bundle and Greenman Gaming work.
