That's on HOYO to give players a reason to care. They can't just drop him in a random quest and then never have him appear anywhere else. And this goes for any NPC that could reasonably be expected to become playable.

I understand they have certain narrative priorities and sometimes a character's inclusion needs to make some kind of sense, but what are fans supposed to do with so little to go off of?
