You were well within your rights to complete it right then and there, and the fact that you continued to seek out the original artist shows how much you cared for their input. I say it's great that you couldn't find him because otherwise you wouldn't have finished it either, and the finished one looks great.
I don't wish ill upon this "taekwondo joe" guy, since he is really talented himself. He just needs to mellow out and accept this as a compliment and not someone else "stealing his work".
