But what's the M A T H S?

Since I am relatively new, the upcoming Bluefes will be my first one. I don't really understand it. You guys told me to save, so I have saved a lot of pyroxenes and pull tickets. I have enough for about 900 pulls, four guaranteed sparks (plus tip). Here is what I wonder:

1. People say Bluefes has double rates. Double rates of what? 3-stars and 2-stars? So I will get less 1-star junk when I pull?

2. Does this mean I should spend everything, even if I get the 3 Bluefes characters in 600 pulls? If so, once I get the 3 Bluefes characters, what do I spend the sparks on?

3. If I keep pulling even after I guarantee the 3 Bluefes characters, is there a chance I can get non-event Bluefes charactrs, like Dress Hina or Mika? Or are they not in the pool until winter Bluefes?
