You are right that 14:1 is unrealistic. But your logic is not sound, you are forgetting that the K/D can change with time. It's entirely possible that it started close to 1:1, and slowly degraded to the point of 14:1. It's definitely gotten worse for Russia with time, that can hardly be disputed.
