I would posit that the art style is very grounded. The buildings look like actual real buildings rather than the movie take on them. Obviously the future stuff is out there but the style they use can be see in some crazy buildings that exist today. Like the shards are just essentially some super material engineering (to handle the overhang) away from being built today.
