I think it was properly foreshadowed that he's a piece of shit when he went "nah just kill the innocent girl being used by Sumeragi" in the first mission, plus all his missions just being random terrorist attack that maximizes casualties (random assault on media tower that does nothing of real note, plant a bomb in some plant).
