The chechen war, at its start, like the beginning of the current ukraine conflict, was a forced intimidation attempt by the Russians. They really thought the chechens would be intimidated by tanks and heavy vehicles driving straight into their main city. When that didn't work, the russians tried to use 'shithouse cleanse strikes' and that ended up working in the end. I think there's still a video on youtube showing how much was flattened by the Russians.
