I don't think hi point went with single stack solely to dodge restrictions.
That's more of a happy accident.
It really comes down to the bulk issue and clashing with HP's ultra cheap and extremely risk adverse business model. They were already making single stack mags, they worked (most of the time), they were extremely cheap to make and people were buying the guns.
In their mind double stack probably wasn't worth the headache back then.
But now they have a good reason to reevaluate with competition getting a lot stiffer and they're trying to answer at their trademark glacial pace.
Remember, it took them over a decade after fucking IV8888 made a 10mm hi point out of one of their .40 guns for them to release a proper 10mm hi point pistol
