Considering how bad some VNs run even /without/ animation, I could believe that BUT...

...here's the release dates of the games in question:

2007-06-29: HaraHara (the first game with animated sprites and scenes)
2008-05-30: HaraMin
2008-10-24: HaraKano
2009-03-27: HaraChuchu
2009-08-28: Hitozumaman
2009-10-30: Mamankyoushitsu

By the time Maman was made, they'd been doing animations for two years - I don't think actually drawing and implementing the sprites was an issue at that point. Most likely it was just the cost in time an money.

...But man, considering how FAST they were making and releasing these games, how much sales data did they even have time to get? It wasn't the era of steam yet or digital stores, so all they had to go off of was pre-orders and maybe a couple weeks of store activity before it was time to start focusing on the next title - maybe even less, because many of the staff involved were also making their Swan and SwanMania games, too. Haramiko came out 2008-11-28, one month and four days after Harakano.
