No. There are no placeholder names in the files. There is zero characters without voiceline interactions or abilities. Yes even Paste Pot Pete had a moveset. But they have been scrapped because Netease HATES the leaks. They have been scrambling to get more shit ready for year 2 so that it isn't leaked content and stopped putting too many future plans in the cilent.
