I just use GIMP and place an image and text over a default "old paper" stock photo/asset, then touching it up by erasing hard edges to make the image more "rough" and sometimes adding other stuff like blood or decals (also found as free assets most of time), it's that simple.

For fonts I use Caslon Antique

Sometimes I also use Inquisitor

For headers, titles, etc although I had no need to use it in the letter. I did use for a header in this one though.
