There is meaning in this. It means that he was afraid that he had no actual safe place to hide from Iran's capabilities anywhere in Israel. There wasn't a bunker in the whole place he felt comfortable in. It means Israel itself is in much more danger than they are letting on because it logically follows that there is no safe bunker or place for ANYBODY in ALL OF ISRAEL, if they can't even protect their leader.
