Putin is interesting in my opinion because he single-handedly made the first half of the century his own, practically taking Russia from the disastrous administration of Yeltsin to a dictatorship, then creating a conspiracy on NATO encirclement and then declaring his own reconquest over the casus belli of denazification. The fact he was able to influence other nations to adopt his ideology also proves to be impressive to me.
Agree though, China would possibly not start the war until it's time, Xi does not seem like a great hardliner, but I think he definitely desires to leave a legacy of some kind, it'd all probably depend upon whether America declines though. A few of my friends in the military reported being stationed over at Okinawa recently, possible that that sphere is quite uncertain right now.
Taiwan has practically almost been abandoned on the global stage too, most countries have adopted a one state policy towards recognizing the PRC, some recognizing both, and a select few recognizing only Taiwan.
I think Obama's legacy probably manifested itself mainly with his increased focus on the Asia Pacific, no idea what could happen in three years on that front.
