This is a very interesting element. I think Joyce being hooked on so many drugs during pregnancy and that probably being on Jeff's record when he entered the Army flagged him as a perfect candidate for experiments. As in real life and the Netflix series, Jeff learned about drugs and what they do while in the Army. Taking an interest in those things and being a weird fuck was another flag alert to the guys in charge that this is the perfect specimen.
