IS should rework all prf staves to be inherently refinable with either wrathful or dazzling effect, so you can freely pick whatever other skills you want
with the way it is right now, staff units with prfs are locked out of using certain skills because they'd have redundant weapon effects and miss the other one, and if it's wrathful that's missing the unit is practically unusable
