China is unironically the best possible cultural "improvement" model for nations like India. This isn't calling China good, just the best for that strata of hominid.
I've traveled through China a few times via central Asian borders and then just train-hopping. I've been as close as like a 10 second swim from the North Korean border, and I've swung through many of their abnormally sized cities (at least one is an absolute no-name for anyone who isn't Chinese and I later found out it was about the size of the state of Maine). I say these things not to boast but just to clarify I HAVE seen the highs and lows of Chinese infrastructure and scale. I've similarly been through India, both the Northern "first world" areas and dasyu shitholes down South.

The two nations and cultures, at their core, are similar. There's a similar weird mix of racial demographics compile into the gestalt national representative but are subconsciously stratified among the locals. They're all chain-smoking scam-artists and hagglers who ARE friendly when not given opportunity for crime but will not hesitate to get their own if they deem the juice worth the squeeze (Only times I've ever had a hotel clerk try to passport ransom me were in Chengdu and Pune). But China went through a lot of murder and starvations and rationalized mixes of Communist and Capitalist models (unironically close to an ideal Fascist model if it were run by genetically-inclined scam artists) and figuring out you can keep your undesirables under control by just commissioning a bunch of random great works that can be infinitely scaled upwards and hiring them for the job. Dravidians would be less likely to eat poop and rape if they were busy building 2000km highways through underpopulated zones and foam-concrete skyscrapers in ghost cities. Keeps them tired and constructive.

You'd need to kill a lot of Indians to get that kind of pipeline to start working though.
