When a population approaches or exceeds its carrying capacity, resource limitations can lead to a decrease in birth rates. This can be due to increased competition for resources, which can affect the health and reproductive success of individuals.

>How do we turn this around?
Plenty of ways to do that. But the one that we've been trying for more than a generation (replacement migration) has not fixed the problem. So we know there are a lot of things that we could try, yet we don't. Even worse, we continue to do what we know doesn't work.

Japan is proof that birthrate stuff is a load of horsehit. Trying to mix biology and economics is like trying to mix oil and water, or trying to serve God and Mammon.
