I will share how I came to have readers:
First, I wrote my story and posted it, and relied on "the algorithm" of royal road to send me readers. I got a few, and after a long time I hit double digit followers and several thousand views.
Then, I bought my first ad, which was poorly designed, and I ascended to three digits of followers.
Then that ad ran out and my commissioned cover arrived, so I made a new ad based on that, that somehow did worst than literally just the title as an image, and I got a bunch more followers.
Now that ad is nearly done running and I get one or two new followers a day, I know not why.
I think the most valuable thing is that I don't lose followers, as far as I can tell, and I think part of that is because I've been consistently posting without missing a day for months, since I started. The key to this, I think, is to have a consistent writing routine and to only post half as much each week as you produce: this allows for a healthy backlog to grow and recover from when you have to take time off.
tl;dr: buy ads, post consistently, write a good story
