Yes. Im not an ESOfag but apparentally they strsight up have their own language, are very much capable of learning and speaking Imperial etc. They just don't because why would they?
Also they're known to trade and interbreed with Nords. Lyris TB descended from such a marriage.

As seen in Skyrim we know they are very much capable of trading with Nords and will sometimes rip off their own toes and fingers.
