Basically, this has probably happened at almost every office in America in the last few months:
1. Boss asks everyone what they did for work in the past day/week/whatever.
2. Changes are made which increase the workload per day and generally reduce staff and employee compensation spending. Employees who do smaller things that don't directly make money, but instead help other employees to avoid burnout and overwork, are most affected.
3. Employees are now overworked and begging the boss to pay more staff to help everyone do their jobs since a lot of administrative tasks that don't make money (like accounting) are now being foisted onto relatively low-ranking staff, such as frontline staff and immediate supervisors, who have no hours on their schedules for this stuff but are expected to do it because the accountant got laid off since he had no work for like 7 hours of the 8 hour workday. (Whoa whoa whoa, you want 1 more extra hour overtime to do the work of people I laid off? I can't afford that!)
4. Most of the legal immigrants in the workplace are now on their absolute best behavior, afraid of being deported, etc. and acting super patriotic every day. Some are even joining the military reserves and working both as military and civilian personnel, which makes everyone sympathize with them more.
5. The boss blames the deportation of immigrants for the fact his staff are all overworked and overstressed.
A lot of NPCs are so mindless they'll seriously just believe whatever their boss tells them.
