The only way that save states are "cheating" is if you don't go through the effort that would have been required the first time through. For example, in Super Mario Bros, you use a save state before a difficult jump you still do what was expected of you the first time assuming you are perfect. An example of cheating using save states would be if in a puzzle game where you just put in the answer because you know what the answer already is.
Of course, the only way for the second scenario would not be considered cheating is if you worked through the problem in order to logically conclude the answer but I digress.
That isn't even mentioning the fact that I don't even know why anyone should give a shit either way.
