Because the Soviet Union's collapse was guaranteed and the money would've flooded the entire ex-communist bloc. This constitutes a significant threat to America because the growth that created modern day China would've been placed in the entirety of Eastern Europe and right next to Germany and Russia. To deny American wealth from pollinating the continent and eventually falling victim to a resurgent German and/or Russian empire, the lands were strategically salted here and the thirst for growth was just relocated over towards China where they thought that it was safer when it comes to their greater strategy. An European continent with wealth and a beating industrial heart that was CPR'd with American investments in the hypercompetitive newly-liberated Eastern Europe would've made the EU leave NATO and the US orbit long ago, which would've constituted the biggest loss that America has suffered since 1945. Leaving NATO and decoupling from America would hurt them right now, but it would've been absolutely devastating if it happened in the 90s and none of the petrodollar ziocon adventures would've been possible. No refugees, no globohomo, no dominant IT sector - nothing. Or they could just go with the second option and give it to the mud hut asians and hope that they collapse in a few decades, because what could a primitive communist China even do? Well the second option was chosen in spite of the first one.
