He will. Once he regains his memories again. Based on Scar's story, Rover is either the Shepherd or the Black Sheep. I'm leaning towards being the Shepherd. He has a mission to guide humanity into a certain outcome. Whether that outcome is for the benefit mankind itself is moot. But the CSC seems to believe they came with good intentions.
